Department of Finance and Administration
Purpose
The purpose of the Department of Finance and Administration is to provide financial, procurement, records management and administrative services to the Parliamentary Commission.
Functions
- To pay salaries and standard allowances to Members of Parliament and staff within two weeks of receipt of the cash release.
- To pay suppliers of good s and services within thirty days of receipt of accurate invoices
- To pay approved claims and reimbursements within thirty days from the date of their receipt
- To monitor and promptly recover loans got by Members of Parliament and staff from various financial institutions
- To prepare and submit to the Treasury monthly, quarterly and annual financial returns/statements and final accounts within the Statutory periods
- To respond to audit queries if any, within the stipulated deadlines
- To ensure that staff are adequately trained for their positions
- To ensure that Members of Parliament can access online information regarding their individual pay from Parliament
- To evaluate all procurement requirements and recommend the best procedure
- To take a lead in the preparation of bid documents for high value and specialised procurement
- To liaise with suppliers and ensure timely delivery of goods and services as per contract
- To improve on timely dispatch of inward and outgoing mails
- To promptly and accurately sort, process and file documents
- To provide storage, retrieval, repository and reference services on daily basis
- To review and dispose off all outdated files and records in accordance with retention and disposal schedules
- To train staff in electronic record management
